Defeat all 8 gym leaders and then u will go to prof elm and he gives u a master ball and u should have a silver wing then go to seafoam islands and look in there till u see a man coving an exit/entrance what ever u wanna call it then talk to him u show him silver wing and then go down down down and down then go right to bottom and then go through entrance and kimmo girls are there and thats when u need the tidal bell so u use that and all bells ring and then lugia appears from the waterfall anything else just give me a shout thank u for reading :)

OK first off you have to have the silver wing and all 8 gym badges. Then prof.elm will call you. You go to his lab you talk to him. Then he will give you the master ball. After that you go to the dance theater in ecruteak city. Then you beat all 5 of the kimono girls. They have the evolutions of evee just for the record. After you beat them all then one of them will give you the tidal bell. Then there little sister will come in the dance theater and say ''Big sisters i just saw a shadow in the sky it might be...''''!!!!'' then they will leave and say '' we will meet you at the whirl islands. PS the reason i put a blank is because they say your name and i don't know any of you. Then you fly down to olivine city and you need surf whirlpool and flash is optional because you can just watch someone do it on YouTube. You surf all the way to the left then go straight down you should see a whirlpool use whirlpool and go into that cave. i don't know what they are called but I'm calling them caves. Once you get to a certain point you don't need flash. When you get to the waterfall the kimono girls will be there then they do a little song dance. Then lugia will pop out and you try to catch him because if you kill him on purpose then you are probably a retard. That's my advise. PS DONT GET MIXED UP WITH THE CAVES THERE ARE SEVERAL OF THEM!!!!!

After you have gotten the Silver Wing from the Radio Tower Director, go to Euroteak City. Enter the dance hall and fight the Kamino Girls. Then go to the Whirl Islands(you will need whirlpool). Navigate to a huge waterfall. The Kamino Girls will dance, and Lugia will appear

You will have had to attend an event to get access to Naval Rock where Lugia is.

I think he's at the bottom of the Whirl Islands which is in the sea between Cianwood city and Olivine city.
