Near the bottom, in the same order as the Shadow Monitor (that you get from stopping the Cipher Shadow Pokemon Factory) You get Lugia from Grand Master Greevil in Citadark Isle (Final Area). Don't worry if you don't catch him the first time, but make sure you use the Masterball on Lugia! You're gonna need it!
