After you beat Lance and get the SS ticket go to Kanto and Eusine will talk to you east of Vermilion after Suicune runs away again. Go to the cape in Cerulean to the hill where you scared off Misty's date and Suicune will battle you after a short conversation with Eusine. It's at Level 40.
