Unfortunately Growlithe is only in HeartGold, so to get it in SoulSilver you have to trade it from HeartGold or another game.
You can however get Vuplix in SoulSilver, on routes 7, 8, 36, 37, and 48.
You cant get one in Pokemon soul silver because its found in Pokemon heart gold. so you have to trade one from heart gold or migrate from GBA game card.
you can only find vulpix on soul silver and growlithe in heart gold. So you can trade a heart gold for growlithe
no, you can find growithe on routes 36 37 38 but they are uncommon
