Go to Spear Pillar (the place where you caught Dialga/palkia). If you try to go up there, it'll ask you if you want to play your Azure Flute. If you say yes, very long staircase (almost going exactly vertical) will appear. Go up it and a lv 80 Arceus is there. Good luck!
