Sneasel doesn't evolve at a specific level. You must level it up at the night while it is holding a razor claw. You can find a razor claw in Victory Road or Route 224. Wild Sneasels also have a 50% chance at holding a razor claw when caught.
Where to get a weavile in Pokemon platinum?
You cannot find it, but you have to train one from a Sneasel. Make sure you have a Sneasel, and that it is night-time out. If you have a Razor Claw (I think that's what it's called??) give it to the Sneasel (if you don't have one... Sneasel can't evolve). Train the Sneasel (holding the razor claw) until it levels up once. It should evolve into a Weavile. Hope this help, and Happy Training! Go in, and when you get to the place where your Pokemon has to be in it's pokeball, the first booth, on the left, talk to the person, and in, Items Two?, well, I think, you can find the razor claw. It costs about 48 BP. So, go in there and do a lot of battle frontier battles!
