Talk to the scientist beside the pedestal near the back of the room, and he'll give you the Old Amber. After that, Surf south of Pallet Town until you reach Cinnabar Island, and then head for the Cinnabar Lab. In the room at the east end of the building, you'll find a scientist that can revive fossils. Talk to him and give him the Old Amber, then leave the room. When you return, he'll give you Aerodactyl.
