First, go north from Littleroot after you have talked with your rival. (Brendan/May). The little kid wil tell you something, and you go to "save" him. Also, in Slateport, if you can chase team Aqua/Magma out of town, and head north, you will run into him. After this, you can travel back to the area in which you saved him early in the game. He will then evaluate your Pokedex.
