your referring to oshawatt from Pokemon Black and White right? Well you can't get one because Pokemon platinum was made before Pokemon black and white and black and white has new Pokemon and oshawatt is one of the new Pokemon so you can't get one.

Oshawatt is a Pokemon only available in Pokemon Black and White. There is no way to get it in Pokemon Platinum, because that Pokemon didn't exist when the game was made.

i started with oshawatt, but in the long run, you'll need more fire and fighting moves (for the elite four, champion, etc.) so i'd put my money on tepig. all three are pretty decent, but my samurott (final evolution) disappoints me sometimes, especially with his speed.
