∙ 10y agoIn order to capture Rayquaza, you need to get the Jade Orb. In order to get this, you need to get both, Kyogre and Groudon. Unfortunately, you can only get one of them in the game. The other one must be traded from soul silver if you have heart gold or heart gold if you have soul silver.Then take the Groudon and Kyogre to Professor Oak and he will give you the Jade Orb.
Rayquaza is found in the Embedded Tower.
First you need to obtain your Kanto starter and show it to Mr. Pokemon to get the blue orb. (Or red orb in SoulSilver.) Then you can catch Kyogre (Groudon for SS). Once you received the other legendary, in your case Groudon (obviously, Kyogre for SS) then you can get the Jade orb from Professor Oak and then Rayquaza will appear there.

∙ 13y agoYou have to get groudon and kyogre from the embedded tower first then but them both in your party and talk to professor oak he'll give you the jade orb then go to the embedded tower rayquaza will be there save and talk to it you'll start the battle

∙ 13y agoAfter getting Groudon trade a Kyogre from heartgold and then talk to Prof. Oak with both of them and he will give you a Jade orb. Then go to where Groudon was and Rayquaza should be there.

You cannot catch Kyogre and Groudon in "HeartGold." In SoulSilver you can catch Groudon and in HeartGold you can catch Kyogre. In SoulSilver. you can get the Red Orb from Mr. Pokémon after you get 1 of the Kanto Starters from Professor Oak. In HeartGold, you get the Blue orb from Mr. Pokémon after getting a Kanto Starter from Oak. Both Kyogre and Groudon have to be from the Embedded Tower in order to get the Jade Orb so that you can get Rayquaza in the Embedded Tower.
