You get Porygon from the Trophy Garden in back of the Pokemon Mansion, south of Hearthrome City(Route 212). Talk to the owner of the place, Backlot, in the room where there's a maid standing next to the door. Answer yes to both of his questions, and he'll tell you what rare-ish Pokemon is there today. The butler will say it doesn't exist in his garden. You can only get Porygon when Backlot says one came up to him and "... gave me a smooch on the cheeck..."
