You can find eevee in hearthome city. Go into the house next to the Pokemon center and talk to the girl.T hen she will look at you national dex if you have it. If you do she will give you an eevee! I hope that helped you with your problem!

-The house in HeartHome next to the Pokemon Center. After you have obtained he National Dex talk to her. And she'll give you Eevee
