Ho-Oh cannot be caught or traded in LeafGreen.
Ho-Oh is obtained from Pokemon colosseum from mt battle vs 100 if you use your story mode Pokemon transfer it to leafgreen to have one i did this and i have one.
Ho-Oh and Lugia are in Navel Rock, a place that you were able to go with a special pass. You were able to get those passes from special events, but you can't do that anymore.
So Sadly you are not able to get Ho-Oh or Lugia in FR/LF withouth GameShark (Cheating is not fun :D)

go to a Nintendo Event, get the Ticket, get both Hooh on Tannanbaum Island, then use Hooh's special ability (Glitter - decreases accuracy of opponent upon entering battle) on Mr.Foo. He will then jump, spin around, shout at you, run out of the building, and drop the 6th Sevii Island Ticket.
