you don't first you go to the power plant near Cerulean city talk to the manager then you leave the power plant but before you exit a guard will ask you to go to the Cerulean gym and look out for a shady guy(a.k.a team rocket dude) He will run away then go to the bridge North of Cerulean city the team rocket dude will be there challenge him and he will tell you where the missing part of the generator from the power plant is then get it bring it to the power plant then go to Cerulean cape past the bridge then you will find Misty the gym leader of Cerulean go to the gym battle her go to lavender town and go to the radio tower and talk to the man near the stairs wearing the top hat and he will give you the radio card needed to wake up the snorlax with the pokeflute channel on the radio.
