its not in the safari zone. find mr. slowpoke's false teeth in the safari zone and give it to him.(he's in the house on the right of the Pokemon center). he will give you the hm strength. p.s.:the hm surf is located in the safari zone. find the house at the end of the safari zone and go in. the guy inside will give you the hm surf.
