Well, it depends on where you are looking for him. If you go into the part of the Aqua Resort where the homes are located, the one up on the upper left part of the little map is Weber's house. It's not as brightly colored as the rest of them. If you are on the quest, then you go into the canal ruins. You'll find pinchers and Suicune pretty easily once you're there. After you do, just go with the flow (not of the river) and you'll eventually find Weber, plain and simple.
