To catch a wild Octillery in Diamond or Pearl you need the Super Rod, which you can get from the Fight Area after defeating the Elite Four.
Then use the Super Rod on Routes 213, 222, 223, Pastoria City, Sunyshore City, or the Pokemon League.
You can also get an Octillery before defeating the Elite Four by catching a Remoraid with the Good Rod in the same routes and evolving it into an Octillery at level 25.
