you get it from a mystery gift event or using your action replay or whatever you may have to cheat please note i do not encourage cheating but if you want arceus that badly cheat to get it it will know hyper beam,recover,refresh,and foresight (i think) so i don;t know the action replay codes use Google to find it or something arceus has a catch rate of 3 so yeah...
