Constantly use a super rod where you can find a gyrados and wait until its red then catch it. If you can't manage to get a red gyrados don't worry if you catch a gold magikarp then train it to level 20 it will evolve to a red gyrados.
You can find gyrados by using the super rod in certain areas you can usually easily find one in fuchsia city.
i personally caught a magic carp took it to a daycare till he learned tackle and trained it from there
