Well you can get a red gyarados IF you're pretty lucky to see one.
You can fish the crap out of gyarados in these places:

Constantly use a super rod where you can find a gyrados and wait until its red then catch it. If you can't manage to get a red gyrados don't worry if you catch a gold magikarp then train it to level 20 it will evolve to a red gyrados.

i personally caught a magic carp took it to a daycare till he learned tackle and trained it from there

∙ 11y agoGyrados cannot be caught, Magikarp evolves into Gyrados at level 20, which can be caught at most water locations. You can also buy it from the Magikarp Salesman on Rout 4 from the Pokemon Centre for $500.
