You can find snorunt in the cave north of Mossdeep city. Sometimes the tide is in and you can't go on the bottom of the cave, so wait for it to go out. Then go on the bottom and look for a room full of ice. Also, you'll need Rock Smash and Strength to get in there. Walk around in the room of ice and you should find a snorunt.
