You have to visit the Distortion World with Cynthia and catch/defeat Giratina before you jump into the portal at the end. Then you arrive at Spring Path.
If you have already done that, and want to visit it again, it's south of Veilstone City on the right. Keep going down until you see a little path going off the main path.
