∙ 13y agoIn Gold and HeartGold, you have to surf across the sea from Olivine to Cianwood. In Gold, you have to use strength to strategically move boulders out of the way to reach Chuck. In HeartGold, you have to turn off the waterfall by hitting a switch after a flight of stairs.

∙ 13y agoChuck's Gym is found in Cianwood City, which you can reach by heading south on the beach near Olivine City and Surfing there. To Surf you'll need the HM itself (in the Kimono Dance Theater after defeating the Rocket Grunt) as well as the Gym badge to use it outside of battle (Ecruteak's Fog Badge) and a Surf-compatible Pokemon.
