After he runs off, walk north and meet up with him again, he's on a pathway next to the water. Battle him and he will then tell you that he has hidden the item for the generator in the cerulean city gym. Go to the gym and use your itemfinder and surf around the water to find the item. When you find it go back to the power station and talk to the guy standing next to the generator.
