You can only get him by catching him at navil rock on Sapphire,emerald,ruby,or gold.{You catch him as main l Pokemon in gold} You get the ticket by going to specil events andgoing on the bout.I forgot what the towns name is that has the bouat in it. you can also get the ticet in fire red!
