He will either say there is a drought our a masive amount of rainfall around a certain route.go to what ever route he says. then you should either a cave or a spot to use dive. wonce you do that, you should be in a cave. go to the end and make sure you have a ton of ultra balls. then enter the next room. make sure you save before you battle kyogre or groudon.(Both are legendarys).

Certain Pokemon are more powerful than others for example: Take a Bellsprout Versus a Gyrados which one is stronger? Gyrados! That's because its an evolved form while Bellsprout still needs to evolve you see Pokemon get stronger when they evolve (if they do). Also there are certain Pokemon you can only get once these are called "Legendary Pokemon" they are ruthlessly strong but even if that's so they can be defeated by regular Pokemon for example: Take Moltres Versus a Golem normally you would believe Moltres would crush Golem but its vice versa since Moltres is a Fire and Flying type it can be extremely hurt by Rock type moves and since Golem is a Rock type it can use Rock type moves to win against Moltres. So hears what I am getting at it depends on what Pokemon you choose to train either there powerful in attack wise or defense wise its your choice.
