Challenge him, evade him, whatever, then go into the factory there. Look around for a bit and you will eventually see a Pikachu. They can be pretty strong so have some strong Pokemon and a few Super/Hyper potions. You can also get Zapdos there.
Pikachu can also be caught in Viridian Forest, though the encounter rate is around 5% and its level is far below that of the Pikachu in the Power Plant.
