The original movie Filming commenced on August 31, 1970 and ended on November 19, 1970. The primary shooting location was Munich, Bavaria, West Germany, because it was significantly cheaper than filming in the U.S., and the setting was conducive to Wonka's factory. Stuart also liked the ambiguity and unfamiliarity of the location. External shots of the factory were filmed at the Munich Gaswerks; the flats and clocktower still exist. The closing sequence when the Wonkavator is flying above the factory is footage of Nördlingen in Bavaria.

Sorry to be picky but the question was not about"Willy Wonka and the Chocolate Factory" but "Charlie and the Chocolate Factory" wich was filmed at Pinewood studios in England in 2005.

It takes place in a little town in London, I don't know what it was called, but I don't think it was mentioned. It was also around 1940 to 1950.

I think it takes place in a made up area. The sequel provides evidence that it may be U.S. territory in the middle of England.
