It depends on which book you are asking about. In the first book when he is in Camp Half-Blood, he sees the naiads in the canoe lake. Also when he is on his quest, in the Mississippi River, he remembers seeing women in the water smiling at him when he was younger at the beach in Montauk. When he is also in the Mississippi he sees a woman that looks like his mother. It is a sea spirit who is on the court of Poseidon.
In the second book, he sees hippocampi, a half-horse, half-fish breed. They were there to take Annabeth, Tyson and him to the cruise ship Luke was on, which was the Princess Andromeda.
In the third book, when he Thalia and Zoe are walking into the Garden of the Hesprides, he sees the Princess Andromeda in the ocean heading towards them.
In the fourth book, when he needs the clean Geryon's stables and goes to the river to get the horses' excrement out, he sees a river spirit that doesn't want him to used her water for the horse excrement.
Finally in the fifth and last book (so far) he goes into the East and Hudson river and sees the spirits of the East River and the Hudson River. That is who he sees in the water in the book, depending on which one you are talking about.
