Well, obviously a female and a male sceptile will breed, but besides that, any Pokemon cannot breed outside of its egg group. Serebii.net has a full list of Hoenn and Johto region egg groups. Just Google Egg Groups, and it should come up. You can find all of Sceptile's possible mates there.

you can, only if you have 2 gameboys, 2 sapphire/ruby games and a link cable. using the spare game, start a new game and get the starter Pokemon treeko. hopefully it will be the opposite gender of the one in your main account. if it is, train it and beat Brendan/May in the first rival battle and use the Odale town PC to trade it to your other account. then you can put the septile and treeko in the Daycare and you'll get eggs. *you can do this with all other starters *Sceptile does not come out of the egg. a treeko does. you will have to train the treeko into a sceptile.

You need to breed Pokemon in the Daycare in order to get Pokemon Eggs. It has to be a male and a female with a compatible Egg Group before they can breed. Talking to the Daycare Man will notify you if they are compatible. The Egg is always the same species as the female. (Unless there's a Ditto with a male, then it'll always be the species of the male.)
first make sure you have a ditto. then you put the ditto and the other Pokemon you want. lets say you have a sceptile. you think you cant get another treecko, but you put the ditto and sceptile in the day care. eventually, the guy by the gate will be out of the gate and he'll give you an egg. Pokeman: At Lavaridge town near the hot springs a lady will give you a egg that will hatch a dunsparce(worst Pokemon ever).
