Based purely on base stats, Arcanine. Arcanine has a base stat total of 555, and Electivire's is 540.
In raising them and in battle however, Arcanine is still stronger, as it is among the best Fire types available to catch in the wild (as Growlithe). Jolteon and Magnetric are considered much better Electric types than Electivire (and they also aren't as ugly). Even Ampharos and Magnezone are better. Electivire's only advantage is that it has limbs, and so, can do moves like Focus Punch or Rolling Kick. It is also much harder to get, complicated to evolve, and only in the generation of games after IV.
But Arcanine is the best non-legendary or non-starter Fire type Pokemon, surpassing Rapidash, Ninetales, Flareon, Camerupt and Magmortar. It is MUCH better than Thyphlosion or Emboar, and almost better than Charizard, Blaziken, and Infernape. It learns its type-moves faster, learns more of them, and has been around since generation I (though it can't be gotten in Blue/Green version).
If you didn't choose a Fire-type starter and wild Growlithe are available to catch in your game, an Arcanine makes a welcome Fire-type addition to your team, much better than Electivire, though it's very possible to have a balanced team with both.
I would choose the second team.

In the Sinnoh League, Electivire's First Move move was Protect, Electivire's Second Move was Thunder and Electivire's Third move was Thunder Punch. When Paul was against Barry, Electivire's Fourth Move was Giga Impact- Against Ash, Electivire's Fourth Move was Brick Break.
Electivire can easily be bred by leaving it in the Daycare with another Electivire or Electabuzz of the opposite gender. The resulting egg will always be a Elekid.
Arcanine does not evolve. It evolves from Growlithe with a fire stone, but Arcanine doesn't evolve.

It depends on the situation electivire and blaziken can bolt learn ground type moves and fire type moves fighting types too blaziken can learn flying type moves and electivire can learn electric type moves so I'd say there pretty much even.
You can't get Electivire. You have to evolve Electabuzz to get Electivire. You can get Electabuzz at Route 222.
