so far jirachi hasn't really proved its's self all he does is teleport things that is also very effective, yet celebi has the power to control time and in anime was the 3rd strongest Pokemon. (celebi can also use natural cure)
victini has less weaknesses and is a fire type and fire is strong against grass so overall victini is the stronger Pokemon because it has an advantage against steel and grass.
however do not forget that celebi can take time to it's advantage and if your'e going classics and guts jirachi and celebi are better because like the songs says your heart always knows whats right.
