there is no best one. the grass type is your best choice. It knows grass type which takes out water. If it's able to learn earthquake then it can take out the fire type. so there you go.
use fire it is the strongest but hardest to level. use water it is the easiest to level but not tht strong. use grass and... i don't really like grass. O_o
grass is torterra, sceptile, venusaur and meganium.
water is empoleon, feraligatr, blastoise and swampert.
fire is infernape, blaziken, charizard and typhlosion.

Personally I would choose Totodile because when its a Feraligater it learns awesome moves but its your choice. Choose who you like the best and it'll work out the best for you.
Also Totodile evolves to Feraligatr faster than the other pokémon so It'll be easier to beat other trainers and your rival. And water types have only two weaknesses, Grass and Electric.
I would also recommend Cyndaquil because it learns great moves and has good stamina.And when its a Quilava it has cool moves.
I don't recommend you to choose Chikorita because it doesn't learn good moves. Mostly its moves have a low attack power or they're just stat raising.
But like I said, choose who you like the best and it'll work out the best for you.
chikorita is the best starter because in the game in can get:
*GYRADOS which is water.
*HO-OH which is a fire type.
*Plus,all of the other grass types people try to get are BELLSPROUT, ODDISH, and SUNKERN in which are very weak.
*In the beginning you can also get a ONIX if violet city. you can trade a BELLSPROUT for it. ONIX is for your rivals CYNDAQUIL.
*Last, since it evolves at a higher level than the other two starters (TOTODILE, and CYNDAQUIL) it makes your mind set to work harder to get that last evolution of CHIKORITA.

Cyndaquil is probably the strongest in terms of gyms, although only the last gym in the Johto Region and 2-3 gyms in the Kanto Region are strong or resistant to fire. Cyndaquil is the strongest which is why he is the easy mode to the game Tododile is the normal mode and Chicorita is the hard mode on the count of its weak attacks but has a strong defence.
Cyndaquil's above average speed and special attack/physical attack (amongst starters) gives him a huge advantage in the beginning, especially at level 10, when ember is learned
Cyndaquil may not be the strongest. Totodile can learn ice fang and ice beats grass. It can also learn water moves and water puts out fire: therefore, Totodile might be the better pick.
Todile can be useful throughout the game, especially for Elite 4; however, if you are one to challenge yourself you should choose Chikorita.

Every Pokemon can be strong depending on how you use it, and every Pokemon has it's weak points, I say Totodile for competitive battles because it has a higher attack than special attack, which means that surf will not do good damage, since surf is a HM move; you will need it when you travel. It's true that Chikorita is harder since it can hit as hard as the other two, but it will last longer than the other two because it has great defense and sp.def, how ever it wont be able to hit hard. Cyndaquil is a good Pokemon, it's fast, it hits hard but doesn't last long, I pick Pokemons depending on my mood, so if I pick Chikorita because I feel like it, I go with it, it isn't that bad. it depends on what you want.
Yea, it doesn't really matter what starter you choose. Many people are saying that Chikorita is the worst choice, but i chose Chikorita. Go with any Pokemon, they are all great!
In my honest and humble opinion, I would have to go with beat the game with all three. Totodile is powerful and looks awesome, Cyndaquil is pretty sweet and has great moves, and even though Chikorita is the underdog she has the best defense of the three. also if you pick Chikorita and evolve it all the way to a Meganium and get an Alakazam of the opposite gender and put them in the daycare center, you will get a Celebi egg, how awesome is that. better think next time when you pass up a Chikorita.

You can choose Charmander provided you want a Starter that can learn a lot of moves. Also its final evolution of Charizard gains the Flying-type which makes it possible for it to avoid all Ground-type attacks including ones such as Earthquake and Magnitude.
You can pick Squirtle provided you want a Kanto that has high defense. Its final form of Blastoise also has high defense and also has some good moves.
One opinion is that Cyndaquil, the Fire-type Starter Pokémon would be a good choice to start with in Pokémon HeartGold or Pokémon SoulSilver because it would be able to deal with the Bug-type, Steel-type and Ice-type Gym Leaders that you will eventually encounter and it has decent variety for attacks with fire-type attacks and rock-type attacks.
