To answer this question is a bit complicated. In 'Rush Hour 1' Jackie Chan was given top billing (which means he had the highest salary) and was the 'main actor'. In Rush Hour 2 some posters were made with Jackie Chan on top and some with Chris Tucker on top although I believe that Jackie was still paid more than Chris Tucker for Rush Hour 2. Rush Hour 3 however Chris Tucker negotiated his salary up and was paid more than Jackie Chan for the movie so for Rush Hour 3 the 'main' actor was Chris Tucker.

The whole process of 'top billing' is not just related to salary and whose name goes on the top of the poster but also relates to how much screen time and dialogue the actor gets.
