well mewtwos a psychic Pokemon that is able to fly and is like the next level of mew as shown in the movie Mewtwo Strikes Back he is partly made of mews DNA but Lucario is different he like mewtwo is part legendary but its a little different to mewtwo instead of just psychic he is fighting and steel type not only that his speed is really fast! and he can control the power of aura hes like a Pokemon version of goku! but one thing mewtwo can do that lucario can't is fly! BUT as shown in super smash brother brawl lucario can fly when his aura power is extremely high lucario can fly! that's how we performs his final smash not only that but on the episodes on steal island all the steel Pokemon were going crazy!
but not lucario because he was protected by aura! this is why lucario would totally PWN mewtwo!
