Hades "freezes" time for Percy's mother so that he can keep her captive without a struggle. Hades feels he needs to do this because he assumes that Percy has his Helm of Darkness, which can make him invisible. Hades knows that Percy would do anything for his mother, so that if he takes her; Percy will find Hades and give him the Helm in return for his mother. Unfortunately Percy doesn't have the Helm and has no idea is his mother is dead, if not how to get her back.
