Well, Mickey Mouse made his debut in Steamboat Willie(7/29/1928) before Bugs Bunny (7/27/1940.) However neither can be considered the "first toon." If you mean the first major character created by their respective studios, then Disney had created Oswald the Lucky Rabbit, who they only recently regained the copyright to. Though Oswald recently appeared for the first time in decades I believe in the Epic Mickey video game, his nemesis, Peg-Leg Pete (or Black/Bad/etc Pete) can be considered the first Disney character still regularly in use. At Warner Bros., Daffy Duck (4/17/1937) and Porky Pig (3/9/1935) were both introduced before Bugs Bunny. J. Stewart Blackton's Humorous Phases of Funny Faces, which just features a cartoonist drawing faces on a chalkboard that come to life, is generally regarded by historians as the first animated film, while the first character-focused short is considered to be Windsor McKay's Gertie the Dinosaur(9/14/1914.) The first animated character to star in his own series of shorts was Felix the Cat, who debuted in the short Feline Follies (9/1/1919.)
