Witch of the Black Forest is banned because it can be used to search for awesome cards like Dark Armed Dragon and the Monarchs. and Chaos Sorcerer isn't banned, in fact you are allowed 2 of them in your deck.
It has been banned because the controller of this card can pick any monster with equal or lower than 1500 DEF points. Due to the Yu-Gi-Oh ban list operators reading all the cards with the DEF points that enables them to be added to the hand because of this card's effect they obviously must have found a lot of powerful monsters. Many powerful cards have weak defense like the monarch cards with 1000 DEF points each. These cards are one of the most popular group of cards used in tournament duels and Witch of the Black Forest allows the user to get all their best cards to their hand and use them to control the duel and even win.

Chaos Sorcerer is currently a Limited card on the Limited and Forbidden Card List because of its ability to banish 1 face-up monster on the field. This effect is very similar to the Black Luster Soldier - Envoy Of The Beginning card which is also currently a Limited card on the advanced format. Meanwhile, the Witch of the Black Forest card remains to be forbidden (banned) from being used in the advanced format because it is a strong 'recruiter' monster. The player using the effect of this card can add any monster with 1500 or less DEF to their hand from their deck. The card has been used in dominating strategies which is why it is banned but Chaos Sorcerer hasn't been used in them kind of strategies for a while which makes it Limited for the time being.
