I am not quiet sure with my answer. It depends. Maybe (JUST MAYBE!) It's Metropolis.
when you climb up the stairs to get to the defence against the dark arts you'll see stairs headed to the right just before you reach the classroom.
Blue is on Cinnibar Island. Just go up the stairs behind the PokeCenter and you'll see him.
wait.......... o just look for the stairs that lead up to the top
First, you follow the first pathway and hit the green button once. Go back on the platform where you started and head onto the new walkway to your left. Hit the green button in that once and head to the platform with your first Trainer on it. After you defeat her, continue on to the next room. Head onto the short walkway with the blue button and hit three times. Go back onto the platform that which you arrived on, and head up the stairs on your left. Continue going and fight your next Trainer. After you defeat him, head onto the only possible walkway you can get on from there and hit the blue button. Go over to the green button and hit it. Head south and then east to the platform with another Trainer on it. Defeat him and then go up the stairs to the right. Fight the kid in the Pikachu suit, and after you defeat him, head into the next room. You'll arrive on a platform with a Trainer on it. Fight him and then head onto the only walkway you can go on and hit the red button three times. Get off the walkway and onto the platform you arrived on. There should be a new walkway you can access to your left. Head to the red button and hit it once. Fight the Trainer you see, and then go up the stairs next to her. Go up the second set of stairs and fight the next Trainer. After you defeat him, head onto the walkway with the green button on it and hit it twice. Follow the path until you see the blue button and hit it once. Head north to another platform and then down the stairs to another Trainer. Defeat him and continue following the path down another set of stairs. Head to the red button that you first see after you go down the stairs and hit it once. Get off the walkway and back onto the platform with the stairs that you just came down on. Head back up the same stairs and the second set of stairs and get onto the walkway. If you follow it, it should lead to the gym leader, Volkner.

It's because no one can jump that high and stairs makes it possible, but it would be a shorter distance to just jump rather than using the stairs.

Stairs make it easier to get from one level to another level with using less energy.

You can scare a friend just by jumping out from behind a corner, or calling them with another voice.
exercise your legs. good ways to do this are jumping rope and bounding up stairs - take more than 1 stair at a time and jump to the stair, not just step. wall sits and squats will also increase your leg strength. finally, just practice jumping. try jumping from on one leg and then the other back and forth with little pause between. try bending your knees and jumping as high as you can a few times.
they just do
just like bungee jumping
Because it forces the program sequence to go to another place in the program, just as if jumping across somewhere. This goto is found in most programming languages.
It's possible, but not necessarily. Try basing your conclusion off of other signs this guy gives off as opposed to just staring, because staring can mean anything!!
