Why cant you catch landorus in Pokemon white if you have tornadoes and thunderus?

You can all you have to do is go to the abundant shrine and go the the end of it and you will find a shack or something like it.There will be three people and the girl will tell you the rest.( after you all 3 people left go to the shrine and press A and You should see an exclamation mark over your head and see landurus coming. Landurus will be level 70 and will a low catch rate so remember to take a lot of poke balls.)

You have to have both games or trade from a friend to get the other. Go to the Abundant Shrine with Both of them in your Party and Landorus will be there
