A heretic is someone who believes something different from the person holding the torch. A person is not considered a heretic when interacting with a group of like-minded people. But anyone would be considered a heretic if made to stand up for beliefs different from the beliefs of some other group.
Heretics are typically executed because they have the courage to speak out for something that they believe to be an injustice or error, and the [religious] authorities of the culture being criticized need to take steps to stop activities that would erode their hold on power. Heretics are heretics because they have the courage to hold to their convictions, whether the convictions prove to be well-founded or not. People burn them not in service to the truth, but for the preservation of the prevailing order, whether the prevailing order is good or not.
