Prince Philip (10th June 1921- ) is currently aged 90 and the husband of the current queen, Elizabeth II (21st April 1926- ). Prince Charles (14th November 1948- ) is the heir apparent to the British throne and will become King upon the death of his mother, Elizabeth II. He is the son of Prince Philip and Elizabeth II, so therefore obviously younger than Prince Philip.
Prince Phillip is not a king because the Queen is part of the royal family and Prince Phillip married into it.

Prince Charles will become King when his mother, Queen Elizabeth II, dies.
Phillip is Prince Phillip and not King Phillip because the throne of England was not rightfully his, he married in to the English Monarchy. In this instance had it been his by birth and he had married Elizabeth, Elizabeth would be Queen Consort. As it is, she is Queen Regnant and he cannot be considered Kings Consort as it is perceived a King holds more power than a Queen. So, Queen Elizabeth II is married to Prince Phillip (of Greece). He could have held the title of King had he been a King of some other monarchy by birth.
In the United Kingdom, Prince Philip (Prince Charles' father) serves this function. Elizabeth is not simply Queen. She is Queen Regnant; the reigning monarch of the United Kingdom. She succeeded to the throne following the death of her father George VI February 6 1952, as his elder daughter. In contrast, Elizabeth's mother, usually referred to as Queen Elizabeth the Queen Mother, was not the reigning monarch, but the consort to King George VI. Philip could not and did not become king upon his marriage to Elizabeth. He is her husband and the father of Elizabeth's heirs. His official roles are ceremonial, in his position as consort to Elizabeth, reigning Queen and Head of State (not Head of Government).
Well, if a male member of the royal family gets married then his wife would become princess (and queen when husband becomes king) whereas if a female member gets married the husband stays a commoner but is sometimes known as prince, so therefore Philip was never known as king.
