gale never chose to drop the bombs... that's why katniss feels so confused about it all. Because gale actually invented the bombs, doesn't mean it was his fault. They dropped the bombs on the capitol kids to make the people of the capitol think that snow dropped them and so that they would all go against him, and snow would fall, but unfortunately it was prim's decision to go help the kids and the bombs explode twice, in gale's words, "the first time to kill the enemies, and the second time to kill anyone who tried to save them"
