They don't kiss in Harry Potter and the Half-Blood Prince. They kiss in Harry Potter and the Deathly Hallows after Ron says he wants to get the house elves out of the kitchens during the fight at Hogwarts so the elves don't all die.
Ginny Weasley and Cho Chang are not places, so I'm guessing your asking who are Ginny and Cho. Ginny Weasley is Ron Weasley's younger sister. She is the youngest Weasley and the only girl. In the epilog of the last book/movie, she marries Harry Potter. Cho Chang first appears in the fourth movie, Harry Potter and the Goblet of Fire. She is Harry's first love interest, but is dating Cedric Diggory through out the movie/book. When Cedric is killed at the end of the fourth movie/book, Harry briefly dates her. After the fifth book/movie, she is no longer an important part of the series.
In the earlier books, Harry's crush was Cho Chang. However, after briefly going out with her in Order of the Phoenix, he didn't have a crush on her anymore, and in Half-Blood Prince, he developed a crush on Ginny Weasley that later turned into a relationship.

In the fifth book, Harry asked Cho out for a date in Hogsmeade. Harry was still adjusting his feelings for her, so when they had nothing to talk about Cho decided it was time to talk about Cedric. Harry changed the subject saying, "Let's not talk about Cedric now." That disappointed her, so she cried and left. A few days later, they made up.. But after a betrayal of Marietta Edgecombe, a friend of Cho's, Harry got mad once again. He retorted that she should choose more friends more wisely, and that 'a really nice girl who I didn't dream of her doing that(-Cho)' was plain stupid. They broke up once and for all.

I can't specifically remember an instance in the books but in the fifth movie , Order of the Pheonix, after Harry and Cho kiss he is talking about it to Ron and Hermione. Hermione explains to the boys that Cho was crying not because of Harry's snogging, but because she feels guilty about liking Harry so soon after Cedric died. Ron says no one can feel all of the stuff she said because they would explode, and Hermione tells Ron that he has the emotional range of a teaspoon.
