The point of The Hunger Games is to put on a show for the audience and the Capitol. If the tributes are doing nothing but hiding, it makes for very poor entertainment. The Capitol wants them to fight as much as possible, not hide from one another.
Because hiding makes for boring television and drags the games on. They want action and death... that is the whole point of the Hunger Games.
