The scores given by the game makers to the tributes represent their perceived skills, strengths, and potential to survive in The Hunger Games arena. Higher scores indicate that the tribute is considered more capable and likely to be a formidable opponent. These scores can influence how sponsors and other tributes perceive the competitors and impact the strategies they employ during the games.
Its there to help the tributes get sponsors for when there in the arena.
The scores are the expert's (game makers) votes on their chances of survival. The lower the score, the more chances. To the tributes, it means reassurance. It gives them hope that they have chances to win.
the game makers create the Game. They analyze the tributes and place certain obstacles in the arena according to the tributes. The Game makers run, create, and change the Games all together. they are responsible for all the events that happen in the games.

It mean's that when each tribute goes into their private training with the gamemakers, they all get a score between 1-12 on their skills like:arrow shooting, knife throwing etc.!
remember who the enemy is. (the capitol, not the other tributes) and not to make the game makers mad.....
They do it to drive all of the thirsty tributes together at the lake.
to make katniss and peeta go to the lake and have a bloody fight with the rest of the tributes .
They train them to give them their scores before they go into the arena
Game makers drive remaining tributes together through strategic manipulation of the arena, often using environmental hazards, forced challenges, or orchestrated events that encourage conflict. They may create scarcity of resources, such as food and water, or implement countdowns that push tributes into closer proximity. Additionally, they can alter the landscape or introduce deadly creatures to heighten tension and provoke confrontations. This orchestration ensures that the narrative of the games remains engaging and suspenseful.
The scores are a big part of a lot of tributes strategy. They can get a small score on purpose so the other tributes will know that they can leave them alone because they will most likely not survive anyways. Or you can get a really good score and the other tributes will either target you or be afraid of you. Peeta receives an 8 I believe and Katniss gets an 11 because the game makers are targeting her because she shot an arrow at an apple in a pigs mouth they were eating because they weren't watching her. Hope this helped (:
That's when the they pick the tributes for the game at reaping
