Starro-Superman wanted to destroy all the heros that might oppose him, it would be easier to do so if he had someone new on the justices that no-one trusted to take the blame, he likely also thought that the new Batman wouldn't be able to do anything against him since he was still a rookie and relied alot on his suit and bruce for support. The idea wasn't to find the traitor but to keep Terry from trusting anyone while on the team.

In several instances Batman has had to fight a Kryptonian and in some of those circumstances he releases a hidden latch on his belt. Then the belt buckle opens to reveal a piece of Kryptonite inside. Again, this depends on the version and author. However, with the exception of versions w/o Superman, Batman indisputably has a plan to kill Superman 'just in case'. THis can range from Kryptonite to modifying the Batmobile's headlights to be red sun lamps.
