Percy was guilty about getting Grover in trouble because Grover asked for Percy to wait for him so Grover could make sure he stayed safe and like, wasn't attacked by monsters on the way home. Grover was really worried about Percy since the attack of the Furry or the Kindly One. Then when Percy ditched Grover he went home and didn't tell his mom what had happened at school. When Percy and Mrs. (Sally) Jackson went to Montauk, they were chased out by the Minotaur, Grover came and tried to help them. Percy's mom was seemingly killed in the fight as Percy killed the Minotaur and Grover was unconsious. The Council didn't think that Grover passed his test to deliver a half-blood safely to Camp Half Blood. Percy was guilty because if he had just let Grover come with him, maybe things would've gone better.Basically, Percy just felt bad for ditching Grover.Hope this helped.

Chapter 10 in Rick Riordan's The Lightning Thief is called "I Ruin a Perfectly Good Bus". In this chpater Percy Jackson and his friends Annabeth and Grover leave Camp Half-Blood for their quest, board a bus, and are attacked by the three Fates, three of the worst monsters in greek mythology. Percy then uses Annabeth's invisibility cap to escape, but has to save Annabeth and Grover first, so he grabs the wheel of the bus from the driver, and steers it to the left, causing the Fates to loose their balance and fall. The bus later smashes into a tree, and while the other passangers and driver on the bus get off, Percy, Annabeth and Grover try to defeat the monsters. When Percy 'insults' Zeus, Zeus sends down a lightning bolt and destroys the bus. Percy, Annabeth and Grover made it out safely though.

The Minotaur threw a cow at Percy's car causing Sally to swerve and crash.
Try to get there a bit earlier, when you are not at the stop, the bus will leave without you.
Percy Ditches Grover @ the Bus stop, and goes home. There you are introduced to Gabe Uglyano his lazy step father. He is then greeted by his mom, and they set out to go to a nice beach cabin without Gabe. They then unexpectedly meet Grover. Where he takes them to Camp Half Blood.
