The eye on his ankle is just a way of saying that it is count olaf and when he discuises himself as different characters, he covers it up with make up so they don't know it is actually him. It is just a way that violet remembers it is him and not another character.
Im sorry but the above statment is incorrect. The tattoo of an eye on Count Olaf says that he is part of V.F.D. (volunteer fire department). The group that both Baudelaire parents were involved in along with the snicket family. The group split into the "good" and the "bad" which includes Count Olaf.

The whole reason he's after the Baudelaire orphans is for their money. He's very tall, thin, and extremely scary looking with a tattoo of an eye on his ankle. I mean, there IS a movie out, it's from I think books 1-4. Count Olaf is played by Jim Carry, who did an amazing job in my view. Emotionally, I think Count Olaf is extremely smart, and cunning.
