It is said in Mockingjay that Gale gets a fancy job in District 2, so he doesn't come back to District 12 with Katniss. It is rumored that he felt guilty about killing Prim, and afterword things wouldn't be the same between him and Katniss, so he went to District 2 to start a new life.

Gale and Katniss don't leave District 12 because they have their families to think about. Neither of them have fathers, so there isn't anyone providing for Gale and Katniss' families. They have taken that responsibility upon themselves. They hunt and gather wild berries and herbs to feed and make profit for their families. Without them, their families would slowly starve to death.

Gale and Katniss discuss taking their families with them, but they soon realize that their families would only slow them down. Gale has many younger siblings that wouldn't be able to walk very far. Katniss has a younger sister that wouldn't be able to survive in the forest (according to Katniss).

Gale and Katniss also consider running off, just the two of them. Together they would be able to survive in the forest, away from District 12. But they decide that would be selfish. They choose to stay in District 12 as their families depend on them.
