It is said in Mockingjay that Gale gets a fancy job in District 2, so he doesn't come back to District 12 with Katniss. It is rumored that he felt guilty about killing Prim, and afterword things wouldn't be the same between him and Katniss, so he went to District 2 to start a new life.

∙ 11y agoGale and Katniss don't leave District 12 because they have their families to think about. Neither of them have fathers, so there isn't anyone providing for Gale and Katniss' families. They have taken that responsibility upon themselves. They hunt and gather wild berries and herbs to feed and make profit for their families. Without them, their families would slowly starve to death.
Gale and Katniss discuss taking their families with them, but they soon realize that their families would only slow them down. Gale has many younger siblings that wouldn't be able to walk very far. Katniss has a younger sister that wouldn't be able to survive in the forest (according to Katniss).
Gale and Katniss also consider running off, just the two of them. Together they would be able to survive in the forest, away from District 12. But they decide that would be selfish. They choose to stay in District 12 as their families depend on them.

Then, Katniss says a couple words about Thresh and said a lot about Rue. After she talked about Rue an old man sang her four note tune that meant the workers could go home for the day. The tune was also used by Katniss and Rue when they were in the arena that meant they were safe. Once the man did that, the whole entire crowd in district 11 gave Katniss the three fingered sign that meant peace and harmony that Katniss gave to Rue when she died. When Peeta and Katniss left, the peacekeepers brang the man up on the stage and shot him. They also shot two other citizens but we dont know who. That is what happened in district 11.

District 1 is one of the wealthiest districts of Panem. Its primary industry is manufacturing luxury items for the Capitol. Some of them include diamonds and most likely other precious gems. It seem that names in the district are names of precious items, which may be a reflection on their glamorous nature and demeanor. Children in District 1 almost always seem to take pride in competing in the Games, and are among the group of tributes that band to together to pick of the weak, called the Careers.
