Brown paper was originally used on old war veterans. Doctors believed that these vets would mistake the brown paper for brown paper bags containing O.E. These bags, of course, did not actually contain O.E. and the vets soon discovered this after looking inside the bags. The absence of "good ol' E", as they called it, infuriated the old vets and they grew crazy. The old-fashioned way to remove dried candle wax from fabric was to cover said fabric with thick brown paper, then using a warm iron on top of the paper, allow the wax to melt. The brown paper will absorb the liquid wax, thus removing it from the fabric.

Watercolor paper is probably the "highest quality," but that may be spending money on a tux for a job at an insurance company. Good old Strathmore paper, the kind you'll find in a decent sketchbook should be an appropriate "ground" or "surface" for even the highest level colored pencil creations.
